Blue Card Requirement
Rhode Island requires a Blue Card (Pistol/Revolver Safety Certificate) for all handgun purchases. The Blue Card is obtained by completing a state-approved safety course. As a dealer, verify the buyer's Blue Card before completing any handgun sale. Long gun purchases do not require a Blue Card.
7-Day Waiting Period
Rhode Island imposes a 7-day waiting period for all firearms purchases. The waiting period runs from the date of the application/background check. No firearm can be released before the waiting period expires, regardless of background check results.
Background Checks
Rhode Island processes background checks through the state Attorney General's office for handguns and through NICS for long guns. The dual-track system means you may interact with two different agencies depending on the firearm type. Rhode Island does not follow the federal three-day default proceed for handgun purchases processed through the AG's office.
Assault Weapons & Magazine Limits
