Rhode Island FFL Compliance Guide: Waiting Period, Blue Card & Recent Restrictions

Rhode Island requires a safety course for handgun purchases, imposes a 7-day waiting period, bans assault weapons, and limits magazines. Here's the full compliance framework.

Rhode Island Firearms Regulatory Overview

Rhode Island has a moderately restrictive firearms framework. The state requires a Blue Card (pistol/revolver safety certificate) for handgun purchases, imposes a 7-day waiting period for all firearms, enacted an assault weapons ban and 10-round magazine limit in 2022, and requires background checks through the state system.

Blue Card Requirement

Rhode Island requires a Blue Card (Pistol/Revolver Safety Certificate) for all handgun purchases. The Blue Card is obtained by completing a state-approved safety course. As a dealer, verify the buyer's Blue Card before completing any handgun sale. Long gun purchases do not require a Blue Card.

7-Day Waiting Period

Rhode Island imposes a 7-day waiting period for all firearms purchases. The waiting period runs from the date of the application/background check. No firearm can be released before the waiting period expires, regardless of background check results.

Background Checks

Rhode Island processes background checks through the state Attorney General's office for handguns and through NICS for long guns. The dual-track system means you may interact with two different agencies depending on the firearm type. Rhode Island does not follow the federal three-day default proceed for handgun purchases processed through the AG's office.

Assault Weapons & Magazine Limits

Rhode Island enacted an assault weapons ban and 10-round magazine limit in 2022. Dealers cannot sell assault weapons or magazines exceeding 10 rounds. Review the statutory definitions to ensure compliance.

Rhode Island Recordkeeping

Maintain Blue Card verification records, state background check documentation, and waiting period tracking alongside your federal 4473s and bound book. Rhode Island's dual background check system means you'll have different documentation for handgun versus long gun transactions.
