New Jersey Firearms Regulatory Overview
New Jersey has among the most restrictive firearms laws in the nation. The state requires a Firearms Purchaser Identification (FID) Card for all firearm purchases, a separate Permit to Purchase for each handgun, operates its own point-of-contact NICS system, bans assault weapons, limits magazines to 10 rounds, restricts hollow-point ammunition, and imposes extensive dealer licensing. For dealers, New Jersey demands the highest level of dual-track compliance.
Firearms Purchaser Identification Card
Every buyer must present a valid New Jersey FID Card to purchase any firearm (handgun or long gun). The FID Card is issued by the local police department after a background investigation, mental health records check, and reference interviews. The FID is valid indefinitely once issued but can be revoked if the holder becomes disqualified. Verify the FID Card for every transaction.
Permit to Purchase a Handgun
In addition to the FID, buyers must obtain a separate Permit to Purchase for each handgun. Each permit authorizes the purchase of one handgun and is valid for 90 days (with extensions available). The permit is issued by local law enforcement after a background check. As a dealer, collect the permit at the time of sale and retain it with your transaction records.
New Jersey NICS Point of Contact
New Jersey operates its own NICS point-of-contact system through the State Police. All background checks go through the NJ State Police, which queries NICS plus state-specific databases. New Jersey does not follow the federal three-day default proceed — you must wait for explicit state approval before completing any transfer.
Assault Weapons Ban & Magazine Limits
New Jersey bans assault firearms as defined by the statute — both named firearms and feature-based criteria. Magazine capacity is limited to 10 rounds (reduced from 15 in 2018). New Jersey also restricts hollow-point ammunition — it may only be purchased and possessed in limited circumstances (primarily for use at a range or in the buyer's home for self-defense).
State Dealer Licensing
New Jersey requires a state Retail Firearms Dealer License in addition to the federal FFL. State licensing requirements include a physical premises, specific security measures, compliance with local zoning, and state inspection protocols. The state license must be maintained alongside your FFL.

New Jersey requires extensive recordkeeping beyond federal standards. Maintain FID card verification records, Permits to Purchase collected, state background check approval numbers, ammunition sales records, and state-required dealer reports.
