The dealers who pass cleanly are not the ones who tidy up the night before. They are the ones whose daily process keeps records inspection-ready. Work this kit once, then run the weekly routine at the end.
What to expect
Premises interview vs compliance inspection
Before your license issues, an Industry Operations Investigator typically interviews you at your premises to confirm the location is real and that you understand your obligations. After you are licensed, the ATF can inspect your records, inventory, and security. For a home-based dealer, both happen at your home.
Self-audit: records inspectors ask for
Section 1: A&D book
- Every firearm that entered inventory is logged accurately and on time.Acquisitions by the next business day, dispositions within seven days.
- The A&D book reconciles to physical inventory right now, not after cleanup.
- Serial numbers, manufacturer, model, type, and caliber are correct and legible.
Section 2: ATF Form 4473
- A complete 4473 exists for every transfer, with no missing fields.
- Forms are filed, retained on schedule, and can be produced quickly.20 years for completed transfers, 5 years for denied or cancelled.
- Background check records line up with the corresponding 4473s.
Section 3: Premises & security
- Inventory is secured and accounted for at all times.
- Business inventory is clearly separated from any personal collection.
- Records are accessible at the premises during your stated hours.
Top findings to avoid
The usual suspects
- Late or missing A&D book entries. The single most common finding, and entirely preventable.
- Incomplete or illegible 4473s. Small entry errors that validation at entry would have stopped.
- Inventory that does not match the records. A reconciliation gap, not necessarily a missing gun.
- Personal firearms commingled with business inventory. Keep them physically and on paper separate.
Inspection-day walkthrough
When the investigator arrives
- Be professional and cooperative. Treat it as a review, not a confrontation.
- Have your A&D book, 4473s, and inventory ready to produce.
- Answer what is asked, accurately. If you do not know, say so and follow up.
- Take notes on any item raised so you can correct it promptly.
The weekly 30-minute routine
Stay ready every day
- Reconcile the A&D book to physical inventory.
- Spot-check the week's 4473s for completeness.
- Confirm new acquisitions and dispositions are logged on time.
- Sign and date the self-audit so you have evidence of self-correction.
Reality check: a home-based FFL faces the same 4473 and A&D standard as a multi-store retailer. The fastest way to make inspections boring is to let software validate entries as they happen, so there is nothing to fix later.
